Claiming races, in my humble opinion, are a race secretary's best friend because the trainers (or owners) are classifying the horses themselves. If they're entered with too low a claiming price, they'll get claimed. Too high and clearly they won't be competitive. They're also the best races to handicap.
With the current situation, horses run out of classes to compete in as they don't meet the conditions anymore after racing well for a short period of time.
