Mr. Rhoades waived his right to a hearing and is hereby fined $750. This is Mr. Rhoades second offense in the last 365 days. The penalty will be reduced to a fine of $500 if not appealed. MVR on 3/25/2025 FINED: $1,000 DRIVING - 30 DAYS, 3/31/2025 THRU 4/29/2025 INAPPROPRIATE USE OF THE WHIP OSRC 3769-17-17-B&C, 3769-17-99. While driving #10 Mingo Joel during the stretch in race 11 on 3/25/25 at Miami Valley Raceway, Mr. St Louis did whip the horse using other than wrist and elbow action and in an exaggerated manner. This is Mr. St. Louis` 2nd whipping offense while driving on a probationary license in the last 365 days. A third offense will result in the revocation of his 2025 OSRC driver license. For this instance, Mr. St Louis is fined $1000 and given a 90 day driving suspension or a $1000 fine and 30 day driving suspension (03/31/25-04/29/25) if not appealed. The fine is due within 10 days of this ruling. Mr. St. Louis has 48 hours to appeal this decision to the OSRC.

Mr. Brandon Bates was involved in an incident at Oak Grove Incident File #IN20250006041 involving inappropriate conduct on Oak Grove Property. 810 KAR 3:020 Section 15 – H states a licensee may have their licensed revoked if the “The licensee or applicant has been ejected, ruled off, or excluded from racing association grounds in the Commonwealth of Kentucky or a racetrack in any jurisdiction”. Due to being ejected by Oak Grove Mr. Brandon Bates license in the Commonwealth of Kentucky is hereby revoked and he will only be eligible to apply for a license in the Commonwealth of Kentucky once he has been removed from the “No Trespass List” at Oak Grove.

HoP on 4/15/2025 FULL - INDEFINITELY AS OF 4/15/2025 INELIGIBLE(INE) AS OF 4/15/2025 CONDUCT DETRIMENTAL TO THE BEST INTEREST OF HORSE RACING 71 IAC 5-1-15 On April 15, 2025 licensee Brandon Bates had his license revoked by the Kentucky Horse Racing and Gaming Corporation due to an incident on Oak Grove property. Per Indiana Horse Racing Commission rule 71 IAC 5-1-15 “Reciprocity” which states “If a person is suspended, expelled, or ruled off, or if his or her license is revoked or his or her application for a license has been denied, or he or she is under any other current penalty pursuant to the rules of the racing authority of any other state or country or of the gaming commission, such person shall stand suspended, expelled, ruled off, or denied a license at all tracks and satellite facilities operating under the jurisdiction of the commission until the ruling has been withdrawn by the originating authority.” Mr. Bates is therefore not eligible to participate in racing in the state of Indiana until this matter is resolved.

After walking away twice, he was confronted a third time. After which, Mr. Napolitano did initiate physical contact and failed to conduct himself in a professional manner. Mr. Napolitano is fined $2,000 for behavior that reflects negatively on the sport and conduct detrimental to the best interests of racing.
