This is a violation of DHRC rule 7.6.13.14.1.2. Mr. Horsey is issued a $200 fine. Taking into consideration, Mr. Horsey`s history of whipping violations, any future violations will receive more severe penalties. Per DHRC rule 10,2,7.6 all fines are do within 10 days of this ruling. Mr. Horsey did sign the waiver of hearing.

On 05/05/2026 at PRC, driver Brad Irvine was observed using other than wrist and elbow action and did not pause after three consecutive strikes while driving No.7 BREWSTER BAKER in Race 3. As a result of the violation Mr. Irvine is fined the sum of $250.00 and is suspended from driving only for one day, 05/07/2026. Subsequent violations of this nature will result in increased penalties. All fines are payable within 48 hours of imposition.
