Mr. Kozar was the trainer of the horse TWICE THE ICE for The Meadows’ tenth race on
March 20, 2026. Mr. Kozar submitted a claim on TWICE THE ICE and submitted the claim
form with another trainer listed as the new trainer and forged this trainer’s signature. After
the race, Mr. Kozar picked up the horse from the test and returned it to his own stable. The
PA State Horse Racing Commission rules grant trainers important and powerful duties and
responsibilities when it comes to the relationship with their owners. These include the
power to represent owners in making entries, scratches, and in ALL OTHER MATTERS
PERTAINING TO RACING. Such duties and responsibilities granted to trainers create a
critical sense of trust between the trainer and owner. Mr. Kozar’s actions concerning this
claim have betrayed this trust with his owner and this panel of judges’ rule this to be
conduct injurious to racing. The claim has been voided. Mr. Kozar is issued a 10-day full
suspension (May 2, 2026, up to and including May 11, 2026) and a $1,500 fine (fine is due
within ten days of this ruling). Mr. Kozar has waived his appeal rights. During the time of the
suspension all horses owned and/or trained by Mr. Kozar shall also be suspended unless
transferred to an owner or trainer in good standing. During the time of the suspension all
owner/trainer transfers from Mr. Kozar must be approved by the PSHRC Judges at the
Meadows or the PSHRC.

During these searches, a hypodermic needle was discovered and confiscated from permit holder Oscar Johnson Jr., in violation of 11VAC10-180-25.B.4. Mr. Johnson admitted to administering Lasix to his horses for qualifying races on April 11, 2026, on Shenandoah Downs property, which is also in violation of 11VAC10-180-25.B.2. As a result, Mr. Johnson shall be issued a 15-day full suspension from May 4, 2026, through and including May 18, 2026. During this suspension, both Mr. Johnson and all horses owned and/or trained by him are prohibited from entering any grounds under the jurisdiction of the Virginia Racing Commission. All transfers to another trainer during Mr. Johnson’s suspension must be approved by the Presiding Judge. Mitigating factors were considered in the determination of this penalty.

Blood samples drawn (post race) from TWIN B FRESH BET were tested and found to contain d-Methamphetamine. A split sample was sent to EQIAS Labs and the presence of d-Methamphetamine was confirmed. As the trainer, Mr. Johnson is responsible for the positive test. TWIN B FRESH BET finished 2nd, but has been disqualified and placed 8th. Purse money earned ($3000) must be returned within ten days of this ruling. Due to mitigating factors Mr. Johnson is issued a 10 day full suspension (April 20, 2026 up to and including April 29, 2026) and a $2500 fine (fines are due within ten days of ruling). During the time of the suspension, any owner/trainer transfers from Mr. Johnson must be approved by the PSHRC. Mr. Johnson has waived his right to appeal.

Mr. Sheridan was offered the opportunity to have the split sample tested and declined. A hearing was held in the judge`s office at The Meadowlands Racetrack on April 29, 2026. As a result, Mr. Sheridan is hereby issued a full suspension of his New Jersey Racing Commission license for a period of fifteen (15) days and is fined the sum of five hundred ($500.00) dollars. Said suspension shall begin on June 6, 2026 and run through June 20, 2026 inclusive. During the period of suspension, Mr. Sheridan is denied access to all grounds that are under the jurisdiction of the New Jersey Racing Commission. DD on 3/26/2026 POSITIVE TEST- POST RACE CLAYTON, DE FINED: $9,500 YOB 1951 FULL - 913 DAYS, 5/19/2026 THRU 11/16/2028 HORSE DISQUALIFIED, PURSE REDISTRIBUTION Walter Callahan (DHRC License #2369) was the trainer of record of Primo Maschio for the Kevin Lare Stable when Primo Maschio raced (Post Position 8) in the 11th race at Bally`s Dover on March 26, 2026. Primo Maschio finished first. Blood and urine were collected from Primo Maschio in the containment area after the race by and under the supervision of DHRC Chief Veterinarian, Dr Claire Wellman. Specimen ID #676757 was safely and securely shipped to Industrial Labs in Denver, CO, and on April 13, 2026, Industrial Labs reported a positive finding that Oxymorphone was present in the urine sample. Oxymorphone is a Class I drug and is not permitted to be in a horse`s system. DHRC licensee, Kevin Lare, requested DHRC staff ship the split sample for confirmatory testing. The split sample was shipped to EQIAS Labs, Lexington, KY, and on May 8, 2026, EQIAS Labs confirmed the presence of oxymorphone in the urine sample. This is Mr. Callahan`s third positive test in less than two years and second Class I drug violation in less than one year. For violations of DHRC Rules: 5.3.2 Trainer Responsibility; 5.3.2.2 Prevent Administration; 8.3.2.7 License reinstated after a prior violation involving a class one or two drug; 8.3.2.8 Whenever a trainer is suspended more than once in a two year period, the horse involved may be suspended. The Board of Judges of the Delaware Harness Racing Commission issues Mr. Callahan the following penalty: Suspension of two and one half years; A fine of $9,500.00. The purse of $6,650.00 earned by Primo Maschio is to be returned and redistributed. Primo Maschio is suspended from racing for 60 days, beginning May 19, 2026 through July 17, 2026. Primo Maschio can enter on July 18, 2026. Per DHRC 10.2.7.6, all fines and monies to be returned are due within 10 days of this ruling. Any and all transfers of horses that Walter Callahan is listed as the trainer of record must be approved by the DHRC Board of Judges.

 

CLARKE, EDGAR R

NYRWB on 7/18/2025 ROME, PA REVOCATION(REV) AS OF 5/18/2026 CONDUCT DETRIMENTAL TO THE BEST INTEREST OF HORSE RACING YOB 1955 On July 18, 2025, in the barn area at Tioga Downs, licensee Edgar Clarke poured a harmful topical substance over tape, then applied the tape over a light switch in a premeditated effort to discourage someone from turning on the lights, in reckless disregard for the safety of anyone entering the barn. Clarke’s intention was to cause physical injury, pain, or discomfort to anyone who removed or touched the tape in order to turn on the lights and therefore touched the substance. Clarke’s actions endangered the health and welfare of other individuals, and the substance caused pain and bodily harm to two individuals, including an infant child. Clarke was aware that adults and minors would frequent the barn. Edgar Clarke was interviewed by a Commission Investigator at Tioga Downs on August 10, 2025, and admitted to purposely applying the tape and harmful topical substance to the light switch to discourage another licensee from turning on the lights. Edgar Clarke’s actions are considered assault and conduct detrimental to the best interest of racing, and Clarke’s experience, character or general fitness in harness racing is therefore inconsistent with the public interest, convenience or necessity, or with the best interests of racing in New York State. Due to the severity of the violation, the Commission hereby revokes Clarke’s occupational license(s) beginning October 25, 2025. Clarke is deemed a disqualified person and is hereby ruled off all grounds under the jurisdiction of the New York State Gaming Commission.

Status as of 5/20/2026 - Subsequent Ruling - Respondent received proper notice of, and participated in, a hearing conducted by video conference on February 5, 2026. The hearing was conducted on the grounds set forth in the Notice of Hearing dated November 6, 2025. The Hearing Officer submitted a Hearing Officer Report dated April 24, 2026, (the “Report”) to the Commission for deliberation. The Commission met on May 18, 2026, and after consideration and due deliberation of the entire record, adopted the Hearing Officer’s findings of facts and conclusions of law in the Report. Therefore, based upon the entire record (including, without limitation, the evidence specifically relied upon by the Hearing Officer), the Report, and the findings and conclusions adopted by the Commission, it is hereby ordered, that Respondent’s Commission-issued occupational license is revoked, and Respondent, as a patron or otherwise, is expelled from New York pari-mutuel and harness racing on or off any Commission-licensed race tracks.

Har on 5/19/2026 OTHER HARRINGTON, DE REVOCATION(REV) AS OF 5/19/2026 YOB 1969 *This ruling is in abbreviated form, contact the DHRC for complete ruling text* On April 20, 2026, Kevin Lare participated in an informational hearing with the DHRC Board of Judges regarding a post-race positive test for Oxymorphone. Walter Callahan (DHRC License #2369) was the trainer of record of Primo Maschio for the Kevin Lare Stable when Primo Maschio raced in the 11th race at Baily`s Dover on March 26, 2026. Primo Maschio finished first, blood and urine were collected in the containment area after the race by and under the supervision of DHRC Chief Veterinarian, Dr Claire Wellman. Specimen ID #676757 was safely and securely shipped to Industrial Labs in Denver, CO, and on April 13, 2026, reported a positive finding that Oxymorphone, a Class 1 drug, was present in the urine sample. Per Lare’s request, the split sample was sent to EQIAS Labs, which confirmed the presence of oxymorphone in the urine. On January 15, 2026, DHRC Presiding Judge, Robert Corey issued Lare a 3 month, temporary conditional license, and this license was renewed for 3 months on April 19, 2026. Lare signed the temporary conditional license agreements in January and again in April. In accordance with DHRC Rule 5.1.16 and per the conditions of this license agreement, "if you violate any provision of the DHRC rules and regulations, or the laws and statutes of the state of Delaware, of any other jurisdiction, and/or the United States of America, you may be suspended and may be subject to further disciplinary actions up to and including license revocation." Mr. Lare has violated the terms of his temporary license agreement. As a result, the DHRC Board of Judges revokes Mr. Lare`s license and imposes an indefinite suspension. Any and all transfers of horses that Kevin Lare is listed as the trainer of record must be approved by the DHRC Board of Judges.

OAKGR on 3/30/2026 POSITIVE TEST- POST RACE ANDERSON, IN FINED: $1,000 YOB 1976 FULL - 30 DAYS, 6/1/2026 THRU 6/30/2026 HORSE DISQUALIFIED - PLACED 9, PURSE REDISTRIBUTION Mr. Justin Lloyd was the listed trainer of #3 James In Charge A who was in the 2nd race at Oak Grove on 3/30/2026. #3 James In Charge A was 1st and sent to the State Test Barn where sample E620246 was sent to Industrial Laboratories. A report dated 4/15/2026 confirmed sample E620246 had an overage of Albuterol in the urine at 3.85 ng / mL which is over the threshold of 1 ng / mL violating 810 KAR 8:025 Section 2 - 1. Mr. Lloyd hence requested a split sample that was sent to UC Davis on 5/4/2026. Report dated 5/11/2026 from UC Davis confirmed an overage of Albuterol in sample E620246 at a level of 6.3 ng / mL over the allowed 1 ng / mL. Mr. Lloyd was presented with a Hearing Notice to appear before the Board Of Judges of the KHRG on 5/16/2026 at 11:00 AM. After hearing testimony and presented with evidence the Board of Judges of the KHRG do make the following ruling. #3 James In Charge A is hereby disqualified and is 1st Placed 9th and the purse of $6,000 (Six Thousand Dollars) is ordered to be redistributed. Furthermore Mr. Justin Lloyd is issued a $1,000 (One Thousand Dollar) Fine and is Fully Suspended for a total of 30 (Thirty) Days from 6/1/2026 – 6/30/2026. Blood sample #938014 was tested by the Ohio Department of Agriculture ATL and was found to contain D-Methamphetamine, a Class 1, Penalty A drug. Blood sample #938014 was provided by #10 Twin Delight, who finished 1st in race 14 on 1/7/26 at MVR, and was trained by Mr. Morgan. Mr. Morgan requested a split sample which was confirmed. This is Mr. Morgan`s first medication violation in the last 365 days. #10 is disqualified and placed 10th. Mr. Morgan is fined $1000 and given a 365 day full suspension (05/27/202605/26/2027), and the purse earnings of $7750 is to be returned to MVR to be redistributed accordingly. If this ruling is not appealed, the penalty will be reduced to a $1000 fine and a 30 day full suspension (05/27/26-06/25/26) with 335 days stayed provided Mr. Morgan doesn`t have a Class 1 or 2 medication violation in the next 365 days, and return of the purse earnings of $7750. Blood sample #938147 was tested by the Ohio Department of Agriculture ATL and was found to contain D-Methamphetamine, a Class 1, Penalty A drug. Blood sample #938147 was provided by #2 ITWASAVERYGOODYEAR, who finished 1st in race 14 on 1/20/26 at MVR, and was trained by Mr. Morgan. Mr. Morgan requested a split sample which was confirmed. #2 is disqualified and placed 10th. Mr. Morgan is fined $1000 and given a 365 day full suspension (05/27/2027-05/25/2028), and the purse earnings of $6000 are to be returned to MVR to be redistributed accordingly. If this penalty is not appealed, the penalty will be reduced to a $1000 fine and a 30 day full suspension (05/27/2026-06/25/26 ) which runs concurrently with ruling 26-SCD-026, with 335 days stayed provided Mr. Morgan does not have a Class 1 or 2 medication violation in the next 365 days, and return of the purse earnings of $6000. Mitigating circumstances were considered in lowering this penalty. The purse earnings and fine are to be paid within 10 days of this ruling. During his suspension, Mr. Morgan is denied the use and privileges of all the grounds sanctioned by the OSRC. All horses owned and/or trained by Mr. Morgan may only be transferred by permission of the Judges in Ohio. Mr. Morgan has 48 hours to appeal this decision to the OSRC.

Mr. Sheridan was offered the opportunity to have the split sample tested and declined. A hearing was held in the judge`s office at The Meadowlands Racetrack on April 29, 2026. As a result, Mr. Sheridan is hereby issued a full suspension of his New Jersey Racing Commission license for a period of fifteen (15) days and is fined the sum of five hundred ($500.00) dollars. Said suspension shall begin on June 6, 2026 and run through June 20, 2026 inclusive. During the period of suspension, Mr. Sheridan is denied access to all grounds that are under the jurisdiction of the New Jersey Racing Commission. Walter Callahan (DHRC License #2369) was the trainer of record of Primo Maschio for the Kevin Lare Stable when Primo Maschio raced in the 11th race at Baily`s Dover on March 26, 2026. Primo Maschio finished first, blood and urine were collected in the containment area after the race by and under the supervision of DHRC Chief Veterinarian, Dr Claire Wellman. Specimen ID #676757 was safely and securely shipped to Industrial Labs in Denver, CO, and on April 13, 2026, reported a positive finding that Oxymorphone, a Class 1 drug, was present in the urine sample. Per Lare’s request, the split sample was sent to EQIAS Labs, which confirmed the presence of oxymorphone in the urine. On January 15, 2026, DHRC Presiding Judge, Robert Corey issued Lare a 3 month, temporary conditional license, and this license was renewed for 3 months on April 19, 2026. Lare signed the temporary conditional license agreements in January and again in April. In accordance with DHRC Rule 5.1.16 and per the conditions of this license agreement, "if you violate any provision of the DHRC rules and regulations, or the laws and statutes of the state of Delaware, of any other jurisdiction, and/or the United States of America, you may be suspended and may be subject to further disciplinary actions up to and including license revocation." Mr. Lare has violated the terms of his temporary license agreement. As a result, the DHRC Board of Judges revokes Mr. Lare`s license and imposes an indefinite suspension. Any and all transfers of horses that Kevin Lare is listed as the trainer of record must be approved by the DHRC Board of Judges.

On April 25, 2026, Mr. Ryder did employ an individual in the capacity of Stable Employee in the paddock at the Meadowlands Racetrack while that individual was not properly licensed by the New Jersey Racing Commission. Mr. Ryder`s employment of a caretaker who is not licensed by the New Jersey Racing Commission while on the grounds of a facility licensed by and under the jurisdiction of the New Jersey Racing Commission is in direct violation of N.J.A.C. 13:71-7.26(d), which states: It shall be the responsibility of the trainer to insure that only individuals licensed by the New Jersey Racing Commission are employed in any capacity of caretaker, groom or other attendant with respect to the care-custody and training of such horse. The payment of the fine associated with this ruling must be received by the New Jersey Racing Commission on or before June 20, 2026.

As trainer of record Steve Searle waived his right to a split sample, but was given an opportunity for a hearing which he accepted. After considering the facts, the judges determined that Mr. Searle was able to demonstrate that this positive was a result of environmental contamination of his feed. EQIAS Labs confirmed on 6/3/2026 that sample E620398 had a level of Flunixin of 7.50 ng/mL which is over the permitted level of 5 ng/mL. M on 4/29/2023 POSITIVE TEST- POST RACE CHESTERFIELD, NJ FINED: $6,000...STAYED FULL - 380 DAYS, 5/16/2025 THRU 5/30/2026...STAYED YOB 1980 New Jersey Racing Commission (NJRC) licensee Per Engblom was the programmed trainer of the horse "Mon Amour" when he raced in the 6th race at the Meadowlands Racetrack on April 29, 2023 and finished in first place. Following this race, "Mon Amour" was selected to submit post-race blood and urine samples for analysis. A report from Industrial Laboratories identified the presence of Oxycodone, Carisprodol and Meprobamate, a metabolite of Carisprodol. At Mr. Engblom`s request, split sample testing was performed at Texas A&M Veterinary Medical Diagnostic Laboratory, which is an approved independent laboratory. These testing results did confirm the presence of Oxycodone, Carisprodol and its metabolite Meprobamate. This is in direct violation of the rules and regulations of the New Jersey Racing Commission. An adminsitrative hearing was conducted on December 6, 2023 in the Judges` office at the Meadowlands Racetrack to accept evidence and testimony regarding this matter. As a result of this hearing, the Board of Judges have determined that NJRC licensee Per Engblom was the programmed trainer of the horse "Mon Amour" when he raced in the 6th race at the Meadowlands Racetrack on April 29, 2023 and the presence of these prohibited substances is in direct violation of N.J.A.C. 13:71-23.1, and N.J.A.C. 13:71-23.6. As a trainer licensed by the NJRC, Mr. Engblom is the absolute insurer of and responsible for the condition of a horse within his care and custody and shall not enter or start a horse that has in its body any drug or substance foreign to the natural horse. As a result of the evidence and testimony presented at the administrative hearing held on December 6, 2023 regarding the post-race positive test from the horse "Mon Amour" for the drug Oxycodone on April 29, 2023, Mr. Engblom is hereby issued a full suspension of his NJRC license for a period of one year (365 days). Said suspension shall begin on March 15, 2024 and run through March 14, 2025 inclusive.

Status as of 6/8/2026 - Stay - The New Jersey Racing Commission ("Commission") is in receipt of a notice of appeal and request for a stay from Andrew R. Benedict, Esq. on behalf of his client, Per Engblom. By Ruling No. 24MDH35, dated February 15, 2024, trainer Per Engblom was issued a three-hundred-eighty day suspension, a $6,000 fine, disqualification of purse, and 8 Multiple Medication Violation ("MMV") points by the Board of Judges at Meadowlands Racetrack for violation of N.J.A.C. 13:71-7.29(a)13, N.J.A.C. 13:71-23.1(a)(b)1, and N.J.A.C. 13:71-23.6(a)(b)(c)(d) in connection with a positive test result in the horse "MON AMOUR" when it completed in the 6th race at Meadowlands Racetrack on April 29, 2023. On January 2, 2025, Administrative Law Judge ("ALJ") Thomas R. Betancourt issued an initial decision, which affirmed the finding of violations and all penalties except the three-hundredeighty day suspension which he reduced to ninety days. On March 19, 2025, the Commission determined to modify the initial decision. The Commission found that the appropriate penalty should include a three-hundred-eighty day suspension as ordered by the Board of Judges in Ruling No. 24MDH35. The Commission issued a Final Decision, dated April 23, 2025, setting forth its decision and modifications. On May 14, 2026, the Appellate Division issued a decision affirming the Commission's Final Decision. Aces on 5/31/2026 JAMESTOWN, OH FINED: $500 HORSE DISQUALIFIED, PURSE REDISTRIBUTION MEDICATION PROCEDURE VIOLATION Trainer JOSIAH MILLER who was the trainer of record for the horse YOB 2007 CATCHAFALLINGSTAR who raced in the first race on May 31st, 2026 is hereby issued a fine of five hundred ($500.00) dollars, which also includes a forfeiture of purse earnings of thirteen hundred ($1,300) dollars for the horse CATCHAFALLINGSTAR. A foreign substance (Blue Lotion) was found to be located on the hindquarters of Catchafallingstar in the test barn after the race was concluded. Josiah Miller did comply and cooperate with the Judges during the investigation. This is a Violation of MN Rule 7890.0110 Subp 1. and MN Rule 7890.0100 Sub 13a, C. Josiah Miller did meet with the Board of Judges and did sign the Waiver of Hearing. All fines are due within 120 hours of this ruling.

M on 2/28/2026 POSITIVE TEST- POST RACE MANCHESTER, NJ FINED: $500 YOB 1978 FULL - 15 DAYS, 6/6/2026 THRU 6/20/2026 HORSE DISQUALIFIED, PURSE REDISTRIBUTION APPEALED - 6/8/2026 Yogi Sheridan was the programmed trainer of the horse "I DREAM OF JEANIE" when she raced in the third race at The Meadowlands Racetrack on February 28, 2026. Following the race, "I DREAM OF JEANIE" was required to submit blood and urine for analysis. A report from Industrial Laboratories identified the presence of 5-Hydroxydantrolene. Mr. Sheridan was offered the opportunity to have the split sample tested and declined. A hearing was held in the judge`s office at The Meadowlands Racetrack on April 29, 2026. As a result, Mr. Sheridan is hereby issued a full suspension of his New Jersey Racing Commission license for a period of fifteen (15) days and is fined the sum of five hundred ($500.00) dollars. Said suspension shall begin on June 6, 2026 and run through June 20, 2026 inclusive. During the period of suspension, Mr. Sheridan is denied access to all grounds that are under the jurisdiction of the New Jersey Racing Commission. Consistent with N.J.A.C. 13:71-23.7 the horse "I DREAM OF JEANIE" is disqualified from sharing in all purse monies earned on February 28, 2026. Status as of 6/8/2026 - Appeal - The New Jersey Racing Commission ("Commission") is in receipt of a notice of appeal and request for a stay from trainer Newton ("Yogi") Sheridan. By Ruling No. 26MDH41, dated May 6, 2026, trainer Newton "Yogi" Sheridan was issued a 15 day suspension, $500 fine, disqualification of purse and 1/2 Multiple Medication Violation ("MMV") point by the Board of Judges at Meadowlands Racetrack for violation of N.J.A.C. 13:71-23.1 (a) (b) 14, N.J.A.C. 13:7123.6 (a) (b) (c) (d), N.J.A.C. 13:71-23.7 (a) (b) (c) (d) and N.J.A.C. 13:71-23.8 (g) 1 in connection with a positive test result identifying the presence of 5Hydroxydantrolene in the horse "I DREAM OF JEANIE" when it competed in the 3rd race at Meadowlands Racetrack on February 28, 2026. The Acting Executive Director, having considered the request for a stay, hereby grants a stay of the penalties pending a final determination by the Racing Commission. MVR on 3/30/2026 POSITIVE TEST- POST RACE LOVELAND, OH FINED: $1,000 YOB 1981 FULL - 120 DAYS, 6/19/2026 THRU 10/16/2026 HORSE DISQUALIFIED - PLACED 10, PURSE REDISTRIBUTION OSRC 3769-18-01-A(1,10,13,15,16), 3769-18-02, 3769-17-43, 3769-17-30-B. Urine sample RO15566 was tested by Eqias Labs and was found to contain Cathinone, a Class 1 drug. Sample RO15566 was provided by #4 YS Cheddar Wheel, who finished 1st in race 4 on 3/30/26 at Miami Valley Raceway, and was trained by Mr. Tharps. Mr. Tharps requested a split sample which was confirmed. #4 is disqualified and placed 10th. This is Mr. Tharps 2nd medication violation within the last 365 days. Mr. Tharps is fined $1000 and given a 365 day full suspension, the penalty will be reduced to a $1000 fine and 120 day full suspension (6/19/26-10/16/26) with 245 days held in abeyance provided he does not get another Class 1 or 2 medication violation during that period, if not appealed. Mitigating circumstances were considered in issuing this penalty. The purse earnings of $3000 are to be returned to Miami Valley Raceway within 10 days of this ruling, to be redistributed accordingly. The fine is also due within 10 days of this ruling, payable to the OSRC. During his suspension, Mr. Tharps is denied the use and privileges of all grounds sanctioned by the OSRC. All horses owned and/or trained by Mr. Tharps may only be transferred by permission of the Judges in Ohio.
