OSRC 3769-18-01-A(1,4d,10,13,15,16), 3769-18-02, 3769-17-43, 3769-17-30-B. Blood
sample R016134 was tested by the Eqias Labs and contained TCO2, a Class 3 category,
at a concentration of 41.3 mmol/L, which exceeds the Regulatory threshold of 37 mmol/L
adopted by the OSRC. Blood sample R016134 was provided by #6 Stars Over Sydney,
who finished 2nd in race 3 on 3/23/26 at MVR, and was trained by Mr. Brewer. This is Mr.
Brewer`s first medication violation in the last 365 days. Mr. Brewer waived his rights to a
hearing. #6 is disqualified and placed 10th. Mr. Brewer is fined $1000 and given a 30 day
full suspension and the purse earnings of $5500 are to be returned to MVR to be
redistributed accordingly. The penalty will be reduced to a $1000 fine and a 15 day full
suspension (4/9/26-4/23/26) and return of $5500 in purse earnings if not appealed. Both the
fine and purse earnings are due within 10 days of this ruling. During his suspension, Mr.
Brewer is denied the use and privileges of all the grounds sanctioned by the OSRC. All
horses owned and/or trained by Mr. Brewer may only be transferred by permission of the
Judges in Ohio. Mr. Brewer has 48 hours to appeal this decision to the OSRC.

the trainer of the horse TWIN B FRESH BET for the 7th race on December 7, 2025 at
Harrah`s Philadelphia Racetrack. Blood samples drawn (post race) from TWIN B FRESH
BET were tested and found to contain d-Methamphetamine. A split sample was sent to
EQIAS Labs and the presence of d-Methamphetamine was confirmed. As the trainer, Mr.
Johnson is responsible for the positive test. TWIN B FRESH BET finished 2nd, but has
been disqualified and placed 8th. Purse money earned ($3000) must be returned within ten
days of this ruling. Due to mitigating factors Mr. Johnson is issued a 10 day full suspension
(April 20, 2026 up to and including April 29, 2026) and a $2500 fine (fines are due within
ten days of ruling). During the time of the suspension, any owner/trainer transfers from Mr.
Johnson must be approved by the PSHRC. Mr. Johnson has waived his right to appeal.

 

MILLER, EDWARD J POLK, OH YOB 1997

Blood sample #RO15947 collected at Northfield Park on 3/7/26 from the horse Polk Salad
Annie was found to contain D-Methamphetamine. D-Methamphetamine is a Class 1
Category A drug. Mr. Miller had a hearing with the judges on 4/8/26. Mr. Miller waived his
rights to a split sample and DNA. He is hereby fined $1000 and suspended 365 days. Polk
Salad Annie is disqualified and as a result of that disqualification all purse money must be
returned for redistribution ($3,400.00). This is Mr. Miller`s first offense in the last 365 days.
If this ruling is not appealed the suspension will be reduced to a $1000 fine & 30 days
suspension and return of purse (with 335 days stayed pending no Class 1 or 2 positives in
the next 365 days). Mitigating circumstances were considered in lowering these penalties.

Johnnyreds Victory was found to contain D-Methamphetamine. D-Methamphetamine is a
Class 1 Category A drug. Mr. Miller had a hearing with the judges on 4/8/26. Mr. Miller
waived his rights to a split sample and DNA. He is hereby fined $1000 and suspended 365
days. Johnnyreds Victory is disqualified and as a result of that disqualification all purse
money must be returned for redistribution ($3,400.00). If this ruling is not appealed the
suspension will be reduced to a $1000 fine & 30 days suspension to run concurrently with
ruling 26NFLD-096 and return of purse (with 335 days stayed pending no Class 1 or 2
positives in the next 365 days). Mitigating circumstances were considered in lowering these

Blood sample #935243 collected at Northfield Park on 3/15/26 from the horse Get In And
Go was found to contain D-Methamphetamine. D-Methamphetamine is a Class 1 Category
A drug. Mr. Sugg had a hearing with the judges on 4/6/2026. Mr. Sugg waived his rights to
a split sample and DNA. He is hereby fined $1000 and suspended 365 days. Get In And Go
is disqualified and as a result of that disqualification all purse money must be returned for
redistribution ($6,750.00). This is Mr. Sugg`s First offense in the last 365 days. If this ruling
is not appealed the suspension will be reduced to $1000 fine & 30 days suspension and
return of purse (with 335 days stayed pending no Class 1 or 2 positives in the next 365
days). Mitigating circumstances were considered in lowering these penalties. O.S.R.C3769-18-01 (A)(1,10,13,15,16) 3769-18-02 3769-17-43 During his suspension Mr. Sugg is

Mr. Kozar was the trainer of the horse TWICE THE ICE for The Meadows’ tenth race on
March 20, 2026. Mr. Kozar submitted a claim on TWICE THE ICE and submitted the claim
form with another trainer listed as the new trainer and forged this trainer’s signature. After
the race, Mr. Kozar picked up the horse from the test and returned it to his own stable. The
PA State Horse Racing Commission rules grant trainers important and powerful duties and
responsibilities when it comes to the relationship with their owners. These include the
power to represent owners in making entries, scratches, and in ALL OTHER MATTERS
PERTAINING TO RACING. Such duties and responsibilities granted to trainers create a
critical sense of trust between the trainer and owner. Mr. Kozar’s actions concerning this
claim have betrayed this trust with his owner and this panel of judges’ rule this to be
conduct injurious to racing. The claim has been voided. Mr. Kozar is issued a 10-day full
suspension (May 2, 2026, up to and including May 11, 2026) and a $1,500 fine (fine is due
within ten days of this ruling). Mr. Kozar has waived his appeal rights. During the time of the
suspension all horses owned and/or trained by Mr. Kozar shall also be suspended unless
transferred to an owner or trainer in good standing. During the time of the suspension all
owner/trainer transfers from Mr. Kozar must be approved by the PSHRC Judges at the
Meadows or the PSHRC.

be reduced to 60 days (with 305 days stayed) pending no Class 1 or 2 positives within the

judges by 2/21/23 you shall be suspended. During his suspension Mr. Rhoades is barred

OAKGR on 4/13/2026 FINED: $1,000 HORSE DISQUALIFIED - PLACED 8, PURSE REDISTRIBUTION POSITIVE TEST- POST RACE Mr. Donald Brock was the listed trainer of #2 I Got Six Shots who was in the 3rd race at Oak Grove on 4/13/2026. #2 I Got Six Shots was sent to the State Test barn where sample E620393 was sent to Industrial Laboratories. Report dated 4/29/2026 confirmed an overage of Methylprednisolone in the blood of 205 pg / mL over the allowed 100 pg / mL violating 810 KAR 8:025 Section 1 – 13 – C. Mr. Brock has waived his right to a split sample on 4/30/2026. After a hearing before the Board of Judges on 5/5/2026 #2 I Got Six Shots is hereby disqualified from 1st and placed 8th and the purse of $7,000.00 (Seven Thousand Dollars) is hereby ordered to redistributed. Mr. Donald Brock is hereby issued a $1,000.00 (One Thousand Dollar) Fine. This is Mr. Brock’s 1st Class C violation in 365 Days.

Wdstk on 4/19/2026 CRYSTAL SPRINGS, MS YOB 1990 FULL - 15 DAYS, 5/4/2026 THRU 5/18/2026 POSSESSION OF HYPODERMIC NEEDLES, SYRINGES AND/OR INJECTABLE AND/OR OTHER DRUGS On April 19, 2026, Virginia Racing Commission investigators conducted searches of stalls at Shenandoah Downs. During these searches, a hypodermic needle was discovered and confiscated from permit holder Oscar Johnson Jr., in violation of 11VAC10-180-25.B.4. Mr. Johnson admitted to administering Lasix to his horses for qualifying races on April 11, 2026, on Shenandoah Downs property, which is also in violation of 11VAC10-180-25.B.2. As a result, Mr. Johnson shall be issued a 15-day full suspension from May 4, 2026, through and including May 18, 2026. During this suspension, both Mr. Johnson and all horses owned and/or trained by him are prohibited from entering any grounds under the jurisdiction of the Virginia Racing Commission. All transfers to another trainer during Mr. Johnson’s suspension must be approved by the Presiding Judge. Mitigating factors were considered in the determination of this penalty.

MVR on 4/14/2026 POSITIVE TEST- POST RACE ASHVILLE, OH FINED: $1,000 YOB 1994 FULL - 15 DAYS, 5/12/2026 THRU 5/26/2026 HORSE DISQUALIFIED - PLACED 10, PURSE REDISTRIBUTION OSRC 3769-18-01-A(1,4d,10,13,15,16), 3769-18-02, 3769-17-43, 3769-17-30-B. Blood sample #T00104 was tested by the Eqias Labs and was found to contain TCO2, a Class 3 category at a concentration of 41.6 mmol/L, which exceeds the regulatory threshold of 37 mmol/L, adopted by the OSRC. Blood sample #T00104 was provided by #3 Chronicle, who finished 1st in race 4 on 4/14/26 at MVR, and was trained by Mr. Litt. Mr. Litt waived his rights to a hearing. This is Mr. Litt`s 2nd medication violation in the last 365 days. Mr. Litt is fined $1000 and given a 60 day full suspension. The penalty will be reduced to a $1000 fine and a 15 day full suspension (4/12/26-4/26/26) and a return of purse earnings of $5,250, which is to be returned to MVR within 10 days of this ruling, to be redistributed accordingly. Mitigating circumstances reduced this penalty. The fine is also due within 10 days of this ruling. During his suspension, Mr. Litt is denied the use and privileges of all the grounds sanctioned by the OSRC. All horses owned and/or trained by Mr. Litt may only be transferred by permission of the Judges in Ohio. Mr. Litt has 48 hours to appeal this decision to the OSRC.

Nfld on 4/22/2026 RIVES JUNCTION, MI FINED: $250 YOB 2004 CONDUCT DETRIMENTAL TO THE BEST INTEREST OF HORSE RACING Ms. Malady forged the signature of another person on Sample Identification Tag #00275 on 4/22/2026 for the TCO2 testing of Born Wild. This constitutes falsification of a legal document. Ms. Malady is hereby fined $500. The penalty will be reduced to a fine of $250 if not appealed. 3769-2-26(A)(4,5,10). The fine must be paid by 5/10/26.

Nfld on 4/18/2026 WASHINGTON, PA FINED: $500 YOB 1992 HORSE DISQUALIFIED - PLACED 9, PURSE REDISTRIBUTION POSITIVE TEST- POST RACE Blood sample #00247 collected at Northfield Park on 4/18/26 from the horse Anna Loves Bananas was found to contain Cetirizine at a concentration of 50.3 nanograms per milliliter of plasma. This exceeds the regulatory Threshold of 6 nanograms per Milliliter of plasma adopted by the OSRC. Mr. Betts waived his rights to a split sample, DNA, and a hearing. This is Mr. Betts`s first medication violation in the last 365 days. Mr. Betts is hereby fined $1000 and return of purse. SHERIDAN, NEWTON M

M on 2/28/2026 MANCHESTER, NJ FINED: $500 YOB 1978 FULL - 15 DAYS, 6/6/2026 THRU 6/20/2026 POSITIVE TEST- POST RACE Yogi Sheridan was the programmed trainer of the horse "I DREAM OF JEANIE" when she raced in the third race at The Meadowlands Racetrack on February 28, 2026. Following the race, "I DREAM OF JEANIE" was required to submit blood and urine for analysis. A report from Industrial Laboratories identified the presence of 5-Hydroxydantrolene. Mr. Sheridan was offered the opportunity to have the split sample tested and declined. A hearing was held in the judge`s office at The Meadowlands Racetrack on April 29, 2026. As a result, Mr. Sheridan is hereby issued a full suspension of his New Jersey Racing Commission license for a period of fifteen (15) days and is fined the sum of five hundred ($500.00) dollars. Said suspension shall begin on June 6, 2026 and run through June 20, 2026 inclusive. During the period of suspension, Mr. Sheridan is denied access to all grounds that are under the jurisdiction of the New Jersey Racing Commission. Consistent with N.J.A.C. 13:71-23.7 the horse "I DREAM OF JEANIE" is disqualified from sharing in all purse monies earned on February 28, 2026. The fine associated with this ruling must be received by the New Jersey Racing Commission on or before June 20, 2026.
