RESTORED TO GOOD STANDING(RES) AS OF 9/16/2024 Mr. Brown is hereby suspended until he appears before the judges at Northfield Park regarding his 2024 OSRC license application. O.S.R.C.-3769-2-26(A)(7) Status as of 9/16/2024 - Subsequent Ruling - Mr. Brown appeared before the Judges at Scioto Downs and was fined $250 for falsification of his 2024 OSRC grooms license. The fine has been paid and Mr. Brown is restored to good standing in Ohio.

 

CARTER, STEVEN M ScD on 6/2024 POS29/ITIVE TEST- POST RACE LONDONDERRY, OH

FINED: $500 YOB 1966 HORSE DISQUALIFIED - PLACED 8, PURSE REDISTRIBUTION OSRC 3769-18-01-A(1a,4e,10,13,15,16), 3769-18-02, 3769-17-43. Blood sample #921606 was tested by the Ohio Department of Agriculture ATL and was found to contain Flunixin, a Class 4 drug, at a concentration of 26.6 nanograms per milliliter of plasma which exceeds the Regulatory Threshold of 20 nanograms per milliliter of plasma that was adopted by the OSRC. Blood sample #921606 was provided by #6 Nassau Desire, who finished 1st in race 8 on 6/29/24 at Scioto Downs, and was trained by Mr. Carter. A split sample confirmed the result. Mr. Carter waived his right to a hearing. This is Mr. Carter`s first medication violation in the last 365 days. #6 Nassau Desire is disqualified and placed 8th, the purse earnings ($8500) is ordered to be returned to Scioto Downs and to be redistributed accordingly. Mr. Carter is fined $1000, or $500 if not appealed, which is due within 10 days of this ruling. Mr. Carter has 48 hours to appeal this decision to the OSRC.

Blood sample #922911 collected at Northfield Park on 8/7/24 from the horse Lonely
Lakewood was found to contain Altrenogest. Mr. McGinnis had a hearing with the judges on
9/22/24. He is hereby fined $1,000. Lonely Lakewood is disqualified and as a result of that
disqualification all purse money must be returned for redistribution ($5,000.00). The penalty
will be reduced to a fine of $500 and loss of purse if not appealed. O.S.R.C.-3769-18-
01(A)(1,10,13,15,16) 3769-18-02 3769-17-43 The fine and purse money must be paid by
10/2/24. Mr. McGinnis has 48 hours to appeal this ruling.

The person being fined is who is responsible for paying, is who is responsible for the entire issue, is the only person that can appeal or accept.

As far as being reimbursed that is another question as some owners might not want the trainer to be burdened.  Would be a foolish thing to do ie reimburse in today's day and age when positives, illegal drugs have lead to more than just fines and regulatory - but investigations, indictments and jail terms.

He's a very high % win, itm trainer, maybe it's contamination or NOT LOL!

The purse is considered ill gotten gains it comes back from everyone it was distributed to.

She is hereby fined $1000 and suspended 365 days. Captainofrocknroll is disqualified and

as a result of that disqualification all purse money must be returned for redistribution

($3,250.00). First offense in the last 365 days. If this ruling is not appealed the suspension

will be reduced to 60 days suspension (with 305 days stayed pending no Class 1 or Class 2

was found to contain D-Methamphetamine. D-Methamphetamine is a Class 1 Penalty Class

A drug. Ms. Schillaci had a hearing with the judges on 9/25/24. She is hereby fined $1000

and suspended 365 days. Samantha Hill is disqualified and as a result of that

disqualification all purse money must be returned for redistribution ($4,200.00). Second

offense in the last 365 days. If this ruling is not appealed the suspension will be reduced to

60 days suspension to run concurrently with ruling 2024-NFLD-221 (with 305 days stayed

pending no Class 1 or Class 2 positives in the next 365 days). O.S.R.C.-3769-18-

Money was found to contain D-Methamphetamine. D-Methamphetamine is a Class 1

Penalty Class A drug. Ms. Schillaci had a hearing with the judges on 9/25/24. She is hereby

fined $1000 and suspended 365 days. Camouflage Money is disqualified and as a result of

that disqualification all purse money must be returned for redistribution ($4,000.00). Third

offense in the last 365 days. If this ruling is not appealed the suspension will be reduced to

60 days to run concurrently with ruling 2024-NFLD-221 (with 305 days stayed pending no

Class 1 or Class 2 positives in the next 365 days). O.S.R.C.-3769-18-01(A)(1,10,13,15,16)

fined $1000 and suspended 365 days. Dragon Candy is disqualified and as a result of that

disqualification all purse money must be returned for redistribution ($5,500.00). Fourth

offense in the last 365 days. If this ruling is not appealed the suspension will be reduced to

60 days suspension to run concurrently with ruling 2024-NFLD-221 (with 305 days stayed

pending no Class 1 or Class 2 positives in the next 365 days. O.S.R.C-3769-18-

MEDICATION PROCEDURE VIOLATION
During a search that was conducted on 9/12/2024 by a Minnesota Racing Commission
Investigator and Minnesota Racing Commission Law Compliance Officer of Gerald Longo’s
barn area a container marked Smart Hoof Pellets containing a white substance that was
suspected to be Sodium Bicarbonate. Gerald Longo was in receipt of a 2024 Trainers
Manual that he signed for that reads on page 10 that “Sodium bicarbonate (baking soda)
should not be present in your barn, tack room, trailer, truck, car, or any other vehicle or
storage area.” This is a violation of MN Rule 7897.0100 Subp 20 – A that no person may
possess or administer, on the premises of a licensed association under the jurisdiction of
the commission a prohibited medication. Sodium Bicarbonate is a prohibited medication
under MN Rule 7890.0100 Subp 13a. A sample was sent to Industrial labs and confirmed to
be Sodium Bicarbonate. Gerald Longo did meet with the Board of Judges and did
cooperate fully in providing in full detail what was in the container. Due to these factors
Gerald Longo is issued an $1,000 Fine. Gerald Longo did meet with the Board of Judges
and did sign the Waiver of Hearing. All fines are due within 120 hours of this ruling.

This exceeds the Regulatory Threshold of 5 picograms per milliliter adopted by the OSRC. Mr. Chupp had a hearing with the judges on 10/18/24. He is hereby fined $1000 and suspended 30 days (3rd Offense in the last 365 days). Big Bad Caviar is disqualified and as a result of that disqualification all purse money must be returned for redistribution ($5,250.00). The suspension will be reduced to 15 days if not appealed. O.S.R.C.-3769-18-01(A)(1,10,13,15,16) 3769-18-02 3769-17-43 During his suspension Mr. Chupp is barred from all grounds governed by the OSRC. Nfld on 10/8/2024 KIDRON, OH FINED: $500 IMPROPER CONDUCT OR LANGUAGE TO AN OFFICIAL YOB 1984 Ms. Hagerman was disrespectful to the track veterinarian at Northfield Park after race 10 on 10/8/24 when she chose to ignore her and make light of a serious situation with the horse Up Blueberry Hill. Her action was against the best interest of racing. She had a telephonic hearing with the judges on 10/18/24. Ms. Hagerman is hereby fined $500. The penalty will be reduced to a fine of $250 if not appealed. O.S.R.C.-3769-2-26(A)(10) 3769-2-28 Ms. Hagerman has 48 hours to appeal this ruling.

the horse GRATEFUL KISS for the 4th race on August 18, 2024 at Harrah`s Philadelphia.
Blood and urine samples drawn (post race) from GRATEFUL KISS were tested and found
to contain ADB Fubinaca this is a class 1 drug with an A penalty . As the trainer, Mr.
Addison is responsible for the positive test. GRATEFUL KISS finished 1st and is
disqualified. All purse money earned from this race by GRATEFUL KISS ($4,000) must be
returned within 10 days of this ruling. Mr Addison is fined $10,000 (fines are due within 10
days of ruling). And issued a 365 day suspension starting October 1st, 2026 through
October 1st, 2027.Mr. Addison has waived his right to have a Hearing. Appeals are due
within 10 days of this ruling and must be submitted in writing (accompanied by a $750

Industrial Laboratories reported to the Kentucky Horse Racing and Gaming Corporation
that blood sample E707111 collected from a Qualifying Race on August 20, 2024 at the
Red Mile, Lexington, Kentucky revealed Flunixin levels of 950 ng/ml far exceeding the 5
ng/ml permitted by the KHRGC. Horse: "Time Crunch" Trainer Peter Blood is hereby
assessed a civil penalty of $1500.00 and suspended 10 days (11/06/2024 through and
including 11/15/2024).

 

NORMAN, RICHARD J F ALLENTOWN, NJ YOB 1960
PHL on 9/13/2024 FINED: $500
POSITIVE TEST- POST RACE
PA CODE TITLE 7-203.22(a) 401.41(e)(1)(2)(3) 401.45 Richard Norman was the trainer of
SCHNAPPS, In the 1st race on September 13 , 2024 At Harrah`s Philadelphia Racetrack.
Blood samples taken from SCHNAPPS (post race) were tested and found to contain
Dexamethasone at a level of (34.2 +/- 3.2 pg/mL) higher than the allowable level
established by the PA Bureau of Standardbred Horse Racing. As the trainer, Mr. Norman is
responsible for the positive test. SCHNAPPS finished first and has been disqualified and
placed 8th purse money ($4250) must be returned within ten days of this ruling. Mr.
Norman is issued a $500 fine which must be paid within 10 days of this ruling and has
waived his hearing/appeal rights.
