Mr. Tony Dinges was the listed trainer of #6 Funky Buddha who was in the 11th race at the
Western Kentucky State Fair at Oak Grove on 6/18/2025. Post race testing of sample
E621448 that was sent to Industrial Laboratories confirmed a positive overage of Flunixin of
10.7 ng/mL over the allowed 5 ng/mL violating 810 KAR 8:030. Mr. Dinges requested a split
sample that was sent and processed by Analytical Toxicology Lab in Ohio. Accession No
A2506361 dated 8/27/2025 confirmed a level of 12.4 +/- 1.25 ng/mL. Mr. Dinges was
summoned for a hearing before the Board of Judges at The Red Mile on 8/31/2025. After
hearing testimony and presented with evidence the Board of Judges have made the
following ruling. #6 Funky Buddha is disqualified and is 1st DQ placed 8th and is ordered to
return the purse of $6,000 (Six Thousand Dollars) by certified check to the KHRG. This is
the 2nd medication violation for Mr. Dinges in 365 days, due to mitigating circumstances, a
penalty of $1,500 (One Thousand Five Hundred Dollar) fine and 10 (Ten) Day suspension
have been assessed in accordance with Class C medications in 810 KAR 8:030 Section 4 –
2 which will run from 9/14/2025 ? 9/23/2025. During Mr. Dinges’s suspension he is hereby
not allowed at any association under KHRG jurisdiction. No horses trained or owned by Mr.
Dinges are allowed to transfer without prior approval from the Board of Judges at the Red
Mile. Mr. Dinges has been provided all appeal information, and which must be turned in
within 10 days of this ruling to the President & CEO of the KHRG.

 

SMITH, RANDAL R XENIA, OH YOB 1976

OSRC 3769-18-01-A(1,10,13,15,16), 3769-18-02, 3769-17-43. Blood sample #931253 was
tested by the Ohio Department of Agriculture ATL and was found to contain Altrenogest, a
Class 4 drug. Blood sample #931253 was provided by #5 Big Booty Rudy, who finished 1st
in race 10 on 6/4/25 at Scioto Downs, and was trained by Mr. Smith. Mr. Smith requested a
split sample and DNA testing, which were confirmed. Mr. Smith waived his right to a
hearing. This is Mr. Smith`s first medication violation in the last 365 days. #5 finished 1st, is
disqualified and placed 10th. Mr. Smith is fined $1000, the penalty will be reduced to $500 if
not appealed. The purse earnings ($4000) are to be returned to Scioto Downs before
September 12th to be redistributed accordingly. The fine must also be paid by September
12th. Mr. Smith has 48 hours to appeal this decision to the OSRC.

MANFERNO in the 4th race. Post race analysis of sample CV3558030 and seal number
R2915849, showed the presence of RANITIDINE above the threshold permitted by the
Commission (4120.3 (24). MANFERNO finished 2nd and is disqualified and placed 8th. All
purse monies earned shall be returned and redistributed, and the horse must submit a
negative test prior to entering to race. Having appeared before a representative of the
NYSGC and waiving his right to a formal hearing and right to appeal, Andrew Adamczyk`s
$500.00 fine is hereby reduced to $250.00.

violating 810 KAR 8:025. Mr. Alagna did request a split sample that was sent to the
University of Kentucky which confirmed a level of 27.296 ng/mL with Certificate Number
0216-2025 which was processed on 3/5/2025. Mr. Alagna was summoned to a hearing
before the Board Of Judges on 9/8/2025. After hearing testimony and presented with
evidence the Board of Judges hereby issue the following ruling. Mr. Alagna is hereby
issued a 30 (Thirty) Day Suspension that will run from 9/22/2025 ? 10/21/2025 & a Fine of
$1,000 (One Thousand Dollars). The Purse of $19,375 (Nineteen Thousand Three Hundred
Seventy-Five Dollars) is hereby ordered to be returned within 30 Days of this ruling. During
his Suspension Mr. Alagna is not allowed on any racetrack under the jurisdiction and
control of the KHRG and any horses owned or trained by Mr. Alagna must require prior
approval from the Board of Judges at the Red Mile prior to any and all transfers. Mr. Alagna

Mr. Burlin Brower was the listed trainer of #6 Whiskey Wow who was in the 3rd race at The
Red Mile on 8/13/2025. #6 Whiskey Wow was 1st and sent to the State Test Barn for postrace analysis. Sample E620800 that was sent to Industrial Laboratories confirmed 2
positive levels. The first was Dexamethasone at a level of 76.0 pg/mL which is over the
allowed 5 pg/mL. The second is Flunixin confirmed at a level of 6.9 ng/mL which is over the
allowed 5 ng/mL which violates 810 KAR 8:025. Mr. Brower declined a split sample and
was summoned to a hearing before the Board of Judges on 9/7/2025. After hearing
testimony and presented with evidence the Board of Judges herby issue the following
ruling. Mr. Brower is hereby issued a $1,500 (One Thousand Five Hundred Dollar) Fine.
The Purse of $7,500 (Seven Thousand Five Hundred Dollars) is hereby ordered to be
returned within 30 Days of this ruling. Mr. Brower has been made aware of his right to an
appeal which must be turned into the President & CEO of the KHRG within 10 days of this
ruling.

 

DALEY, NOEL M CHESTERFIELD, NJ YOB 1961

POSSESSION OF HYPODERMIC NEEDLES, SYRINGES AND/OR INJECTABLE
AND/OR OTHER DRUGS
PA Code 7-185.2 401.6 (a)(b) On September 5, 2025 the SHRC investigators at Harrah`s
Philadelphia Racetrack conducted a vehicle search of trainer Noel Daley`s truck that
shipped three of his horses in to race for this days race card. A previously used syringe
without a needle attached was found. Mr. Daley is responsible for this and has been fined
$1000 which must be paid within 10 days of this ruling. Mr. Daley has ten days to appeal
this decision to the PSHRC, Bureau of Standardbred Racing. The address to appeal is
2301 N. Cameron St. Harrisburg, PA. 17110.

I guess that Mr. Alagna will be packing up and moving from the Red Mile this week and his Grand Circuit horses need to transfer to a different trainer.  Wow.

of 40.9 millimoles per liter, which exceeded the allowable limit by the NYSGC. Peter Tritton
is hereby assessed a penalty of $1000.00 fine and 60-day suspension. SINBAD N finished
7th in a field of seven. The horse SINBAD N must submit to a 6-hour pre-race detention
each time raced for a period of 6 months, 05/23/2025 through 11/23/2025 without regard to
whether the horse is transferred to a new owner or trainer. During the term of suspension,
Peter Tritton, will be denied the privilege of and access to all grounds under the supervision
of the NYSGC.No trainer transfers of horse owned by or in his care will be permitted
without the approval of the presiding judge. (1st offense in this category)

Program reported to the New York State Gaming Commission that post-race blood sample
#CV3574644, and post-race urine sample #CV3574641, submitted by the horse CANNERY
ROW, 1st place finisher in race 6 on July 16, 2025, at Monticello Raceway, contained the
presence of Betamethasone. The presence of Betamethasone in blood sample
#CV3574644, and urine sample #CV3574641, was confirmed by analysis of the referee
portion by the samples of the Equine Integrity & Anti-doping Sciences Lab in Lexington, KY
and reported to the NYSGC on September 5, 2025. Pursuant to New York State Gaming
Rules 4120.2 (Restricted use of drugs, medications and substances) and 4120.4 (Trainer
Responsibility), Mark Ford, as Trainer of record of CANNERY ROW, is hereby fined the
sum of $1,000.00 and suspended for period of 15 days. Further, pursuant to New York
State Gaming Rule 4120.5, CANNERY ROW, is declared disqualified from said race and all
purse earnings shall be returned and redistributed to appropriate finishers and must re-test
negative for Betamethasone prior to being eligible to race. Having appeared before a
representative of the NYSGC on September 10, 2025, and waived the right to a formal
hearing and appeal, the fine is hereby reduced to $500.00 and suspension to 7 days.
During the term of his suspension, Trainer Mark Ford is denied access to all course and
grounds under the jurisdiction of the New York State Gaming Commission.

DENIAL OF LICENSE
After careful consideration, and in accordance with the State of Delaware Administrative
Code, Delaware Harness Racing Rules and Regulations, the Delaware Harness Racing
Commission ("DHRC") hereby denies Mr. Howard A. Taylor`s (DHRC #2578) application
for a license. During the course of a thorough review of Mr. Taylor`s eligibility for a license,
DHRC staff learned that the United States Attorney`s office, Southern District of New York,
presented evidence in United States v. Navarro, 20 Cr. 160 (MKV) that on multiple
occasions Mr. Taylor purchased banned substances from individuals who were convicted in
Federal Court with manufacturing and selling performance enhancing drugs. This conduct
constitutes a serious violation of DHRC rules which prohibit a licensee from associating,
directly or indirectly, with persons whose conduct is detrimental to the best interests of
harness racing and who have been convicted of offenses related to the manufacture,
distribution, or sale of illegal performance enhancing drugs. 5.1.7 Licensees` Obligation to
Protect Horses. Each person licensed by the Commission shall do all that is reasonable
and within his power and scope of duty to guard against and prevent the administration of
any drug, medication or other substance, including permissible medication in excess of the
maximum allowable level, to any horse entered or to be entered in an official workout or
race, as prohibited by these rules. The United States Attorney`s office, Southern District of
New York, described United States v. Navarro, 20 Cr. 160 (MKV), as "a case arising from
an investigation of widespread schemes by racehorse trainers, veterinarians, PED
distributors, and others to manufacture, distribute, and receive adulterated and misbranded
PEDs and to secretly administer those PEDs to racehorses competing at all levels of
professional horseracing. By evading PED prohibitions and deceiving drug regulators and
horse racing officials, participants in these schemes sought to improve race performance
and prize money from racetracks throughout the United States and other countries,
including in New York, New Jersey, Florida, Ohio, Kentucky, and the United Arab Emirates
("UAE"), all to the detriment and risk of the health and well-being of the racehorses." The
Delaware Harness Racing Commission has a duty and a responsibility to protect the health
and welfare of Standardbred horses who race at Baily's Dover Downs and at Harrington
Raceway & Casino; to protect the safety of drivers and all human participants; and to
ensure the integrity of harness racing and wagering in the State. Mr. Taylor may reapply
for a license on or after October 1, 2035. All transfers of horses must be approved by the
Presiding Judge.

the Regulatory threshold of 20 nanograms per milliliter of plasma that was adopted by the
OSRC. Blood sample #931850 was provided by #4 Princess Karolyn, who finished 2nd in
race 3 on 7/31/25 at Scioto Downs, and was trained by Ms. Weaver. #4 is disqualified and
placed 8th. This is Ms. Weaver`s first medication violation in the last 365 days. Ms. Weaver
waived her rights to a hearing, a Split sample and DNA testing, after previously requesting
a split sample. Ms. Weaver is fined $1000, the penalty will be reduced to $500 if not
appealed, which is due within 10 days of this ruling. The purse earnings ($13,875) are to be
returned to Scioto Downs within 10 days of this ruling, and to be redistributed accordingly.
Ms. Weaver has 48 hours to appeal this decision to the OSRC.

On August 30th, at Yonkers Raceway, Luis Guevara was the trainer of the horse VESPA N
in the 7th race. Post race analysis of sample CV3607590 showed the presence of
METHOCARBAMOL above the threshold permitted by the NYSGC. VESPA N finished 2nd
and is disqualified and placed 7th. All purse monies earned shall be returned and
redistributed, and the horse must submit a negative test prior to entering to race. Having
appeared before a representative of the NYSGC and waiving his right to a formal hearing
and right to appeal, Luis Guevara`s 7-day suspension and $1000.00 fine is hereby reduced
to a 3-day full suspension and $500.00 fine. The suspension shall be served September
28th,2025 through and including September 30th, 2025. During the term of suspension,
Luis Guevara is ruled off all grounds under the jurisdiction of the NYSGC and deemed a
disqualified person. No trainer transfer of horses in his care will be permitted without the
approval of the presiding judge.

 

MALADY, GERALD J JACKSON, MI YOB 1970

Blood sample #931348 collected at Scioto Downs on 6/12/25 from the horse Noble Dale
was found to contain Tripelennamine. This is a class 3 drug. Mr. Malady waived his right to
a hearing. He is hereby fined $1000 and suspended for 60 days. Noble Dale is disqualified
and as a result of that disqualification all purse money must be returned for redistribution
($6500.00). This is Mr. Malady Third positive test in the last 365 days. If this ruling is not
appealed the penalty will be reduced to a fine of $1000.00 and 30 days suspension (with 30
days stayed pending no medication violation in the next 365 days) and loss of purse.
O.S.R.C.-3769-18-01(A) (10,13,15,16) 3769-18-02,3769-17-43. During his suspension Mr.
Malady is barred from all grounds governed by the OSRC. Any horse that he wants to
transfer to another owner or trainer must be approved by the judges in the state of OHIO.
The fine and purse money must be paid by 10/17/25.(Purse must be paid to Scioto Downs).

incident report submitted by the former Director of Security for Freehold Raceway regarding
Mr. Peck`s conduct in the paddock at Freehold Raceway on February 17, 2023. As a result
of this hearing, the Board of Judges has issued Mr. Peck a ninety (90) day full suspension
and a fine in the amount of one thousand five hundred dollars ($1,500.00). Said suspension
shall begin on October 19, 2025 and run through January 16, 2026, inclusive. During the
period of suspension, Mr. Peck is denied access to all grounds under the jurisdiction of the
New Jersey Racing Commission ("NJRC") for any and all purposes. The fine associated
with this ruling must be received by the NJRC on or before January 16, 2026. The judges
found Mr. Peck`s conduct to be detrimental to the sport. He failed to obey the instructions of
racing officials, disturbed the peace and used offensive language to racing officials and
racetrack personnel. Mr. Peck`s actions are a violation of N.J.A.C. 13:71-1.6, N.J.A.C.
13:71-1.7, N.J.A.C. 13.71-7.29 (a) 1, 6, 9, 13, 14. Mr. Peck is not currently licensed by the
NJRC. As a result, the suspension shall be served as a period of license ineligibility.

A hearing was held in the Meadowlands Judge`s Office on July 8, 2025. Greg Peck
participated in the hearing via telephone. The purpose of this hearing was to review an
investigative report submitted by New Jersey Racing Commission Investigative staff
regarding Mr. Peck`s conduct in and around the race office at Freehold Raceway on April

6, 9, 13, 14. Mr. Peck is not currently licensed by the NJRC. As a result, the suspension
shall be served as a period of license ineligibility.

suspension beginning 10/21/25-4/18/25. The penalty will be reduced to a $1000 fine and a
30 day full suspension (10/21/25-11/19/25) with 150 days held in obeyance, provided Mr.
Litt does NOT have another Class 1 or 2 drug medication violation during those days held
in obeyance. Mitigating circumstances reduced the penalties given in this decision. The fine
and purse earnings must be paid within 10 days of this ruling. All horses owned and/or
trained by Mr. Litt MAY NOT be transferred during his suspension unless approved by the

On July 18, 2025, in the barn area at Tioga Downs, licensee Edgar Clarke poured a harmful
topical substance over tape, then applied the tape over a light switch in a premeditated
effort to discourage someone from turning on the lights, in reckless disregard for the safety
of anyone entering the barn. Clarke’s intention was to cause physical injury, pain, or
discomfort to anyone who removed or touched the tape in order to turn on the lights and
therefore touched the substance. Clarke’s actions endangered the health and welfare of
other individuals, and the substance caused pain and bodily harm to two individuals,
including an infant child. Clarke was aware that adults and minors would frequent the barn.
Edgar Clarke was interviewed by a Commission Investigator at Tioga Downs on August 10,
2025, and admitted to purposely applying the tape and harmful topical substance to the
light switch to discourage another licensee from turning on the lights. Edgar Clarke’s
actions are considered assault and conduct detrimental to the best interest of racing, and
Clarke’s experience, character or general fitness in harness racing is therefore inconsistent
with the public interest, convenience or necessity, or with the best interests of racing in New
York State. Due to the severity of the violation, the Commission hereby revokes Clarke’s
occupational license(s) beginning October 25, 2025. Clarke is deemed a disqualified
person and is hereby ruled off all grounds under the jurisdiction of the New York State
Gaming Commission.
Status as of 10/17/2025 - Stay - Edgar Clarke has requested a formal hearing and a
stay in this matter. The stay has been granted until the Commission's decision on
the pending adjudication.

from HOT GIRL identified a Total Carbon Dioxide (TCO2) concentration of 40.0 +- 2.6
mmol/L. This exceeds the maximum TCO2 concentration allowed per Virginia Racing
Commission guidelines. As a result, Mr. Gray is fined $1,000.00. Mr. Gray is also issued a
15-day full suspension from October 27th, 2025 through November 10th, 2025. During this
suspension, Mr. Gray and all horses trained and/or owned by him are barred from the
grounds under the jurisdiction of the Virginia Racing Commission. Any transfers to another
trainer during Mr. Gray’s suspension must be approved by the Virginia Racing Commission

After careful consideration, and in accordance with the State of Delaware Administrative
Code, Delaware Harness Racing Rules and Regulations, the Delaware Harness Racing
Commission ("DHRC") hereby denies Mr. Howard A. Taylor`s (DHRC #2578) application
for a license. During the course of a thorough review of Mr. Taylor`s eligibility for a license,
DHRC staff learned that the United States Attorney`s office, Southern District of New York,
presented evidence in United States v. Navarro, 20 Cr. 160 (MKV) that on multiple
occasions Mr. Taylor purchased banned substances from individuals who were convicted in
Federal Court with manufacturing and selling performance enhancing drugs. This conduct
constitutes a serious violation of DHRC rules which prohibit a licensee from associating,
directly or indirectly, with persons whose conduct is detrimental to the best interests of
harness racing and who have been convicted of offenses related to the manufacture,
distribution, or sale of illegal performance enhancing drugs. 5.1.7 Licensees` Obligation to
Protect Horses. Each person licensed by the Commission shall do all that is reasonable
and within his power and scope of duty to guard against and prevent the administration of
any drug, medication or other substance, including permissible medication in excess of the
maximum allowable level, to any horse entered or to be entered in an official workout or
race, as prohibited by these rules. The United States Attorney`s office, Southern District of
New York, described United States v. Navarro, 20 Cr. 160 (MKV), as "a case arising from
an investigation of widespread schemes by racehorse trainers, veterinarians, PED
distributors, and others to manufacture, distribute, and receive adulterated and misbranded
PEDs and to secretly administer those PEDs to racehorses competing at all levels of

Status as of 10/23/2025 - Stay - By letter dated October 1, 2025 and received by the
Delaware Harness Racing Commission (“Commission”) together with his appeal on
October 6, 2025, Mr. Taylor seeks a stay of the October 1, 2025 denial of his license
application. In his letter, Mr. Taylor states that his original request for a stay was
denied by Presiding Judge Robert Corey on October 6, 2025. Mr. Taylor now
requests that the Commission grant his request for a stay. Pursuant to Commission
Rule 10.2.9.6, I have reviewed the letter and the arguments presented therein. Under
the circumstances, it is my determination that Mr. Taylor’s application for a stay is
granted only insofar as the Judges’ October 1, 2025 decision is deemed a formal
license denial under Commission Rule 5.1.15. Notwithstanding the foregoing, this
order shall neither serve to extend an otherwise expired license, nor to grant a
temporary license. Accordingly, pursuant to Commission Rule 5.1.1.1, Mr. Taylor
remains ineligible to participate in pari-mutuel racing in Delaware during the
pendency of his appeal. This matter will be scheduled for hearing at the
Commission’s next regularly scheduled meeting. SO ORDERED this 23rd day of
October, 2025.
