AMac’s speculation is the same one that I get every time that I see a horse test for something over the prescribed limit.  I’ve seen enough animals injected into a vein where there is some difficulty involved.  The 1,000 lb + horse flinches or worse at the wrong split second, and you don’t know where the substance goes with 100% confidence.

Now testing + for a prohibited substance or a suspected masking agent…a much more serious issue.

For AMac, the recent + tests are a compounded problem as he is forced to explain to hundreds of clients in a public forum no less.

Dexamethasone (a therapeutic drug) above the permitted level. A split sample was tested
by Industrial Laboratories and that Dexamethasone level was confirmed. As the trainer, Mr.
Parker is responsible for the positive test. BOMBAY TOM finished first and is now
disqualified. Purse money earned ($5,500) must be returned within ten days of this ruling.
Mr. Parker is fined $1,000 (fines are due within ten days of ruling). Appeals are due within

E621448 that was sent to Industrial Laboratories confirmed a positive overage of Flunixin of
10.7 ng/mL over the allowed 5 ng/mL violating 810 KAR 8:030. Mr. Dinges requested a split
sample that was sent and processed by Analytical Toxicology Lab in Ohio. Accession No
A2506361 dated 8/27/2025 confirmed a level of 12.4 +/- 1.25 ng/mL. Mr. Dinges was
summoned for a hearing before the Board of Judges at The Red Mile on 8/31/2025. After
hearing testimony and presented with evidence the Board of Judges have made the
following ruling. #6 Funky Buddha is disqualified and is 1st DQ placed 8th and is ordered to
return the purse of $6,000 (Six Thousand Dollars) by certified check to the KHRG. This is
the 2nd medication violation for Mr. Dinges in 365 days, due to mitigating circumstances, a
penalty of $1,500 (One Thousand Five Hundred Dollar) fine and 10 (Ten) Day suspension
have been assessed in accordance with Class C medications in 810 KAR 8:030 Section 4 –
2 which will run from 9/14/2025 ? 9/23/2025. During Mr. Dinges’s suspension he is hereby
not allowed at any association under KHRG jurisdiction. No horses trained or owned by Mr.
Dinges are allowed to transfer without prior approval from the Board of Judges at the Red
Mile. Mr. Dinges has been provided all appeal information, and which must be turned in
within 10 days of this ruling to the President & CEO of the KHRG.
Status as of 9/12/2025 - Appeal - Mr. Tony Dinges did submit and appeal and request
for stay to the President & CEO of the KHRG. Mr. Dinges appeal was granted but the
request for stay was DENIED per KRS 230.320, and Mr. Dinges did serve his

confirmed an overage of Phenylbutazone at 0.460 µg/mL which is over the allowed 0.3
µg/mL which is a violation of 810 KAR 8:030 Section 4 – 3 – A – 1. Mr. Alagna requested a
split sample that was sent to the Analytical Chemistry Laboratory of California Animal
Health and Food Safety which confirmed with CA-POS-002099 that sample #622058 had a
concentration of 0.373 µg/mL with a level of uncertainty of 0.043 µg/mL which is over the
allowed 0.3 µg/mL. At a formal hearing Mr. Alagna’s was allowed to present evidence and
testimony to the Board of Judges. After hearing all facts presented the Board of Judges
makes the following ruling. #1 Up In Place is hereby disqualified and is 3rd placed 9th and
the total purse amount of $12,000.00 (Twelve Thousand Dollars) must be returned to the
Red Mile by certified check or money order. Furthermore, since this is Mr. Alagna’s first such
violation in 365 days and due to mitigating factors he is hereby issued a $500.00 (Five
Hundred Dollar) Fine.

Northfield Park on 11/23/25. This is Mr. Burke first medication violation in the last 365
days. He is hereby fined $1000. Night Shadow is disqualified and as a result of that
disqualification all purse money must be returned for redistribution ($10,000.00).if this
ruling is not appealed the penalty will be reduced to a $500 fine and return of purse.

and Research Program reported to the New York State Gaming Commission that sample
CV3602120, obtained pre-race, from the horse MAKING SPARKS, 3rd place finisher in race 6
on 12 August 2024 at Monticello Raceway, contained the presence of Cobalt at a
concentration of 913.15+/-20.8 ppb. The presence of Cobalt in sample CV3602120 was
confirmed by analysis of the referee portion of the sample by the State of Ohio Analytical
Toxicology Lab at a concentration of 868+/-13 ppb. On 11 October 2024 Trainer Robert Dill
appeared before a representative of the New York State Gaming Commission. Robert Dill,
as trainer of MAKING SPARKS on 12 August 2024, is in violation of New York State Gaming
Commission rules 4120.4(A), 4120.3(A)(6), and 4120.3(C). Pursuant to stated violations
Trainer Robert Dill is hereby issued a full suspension of their occupational license for a
period of 10 years. During the term of this suspension, Robert Dill is denied access to all
course and grounds under the jurisdiction of the New York State Gaming Commission.
Further, MAKING SPARKS is declared disqualified from said race and all purse earnings
shall be returned and redistributed to appropriate finishers and must re-test for Cobalt prior
to being eligible to race. Any owner or trainer transfer for horses under Robert Dill`s care
must be approved by the Presiding Judge at Monticello Raceway.
Status as of 11/24/2025 - Subsequent Ruling - Pursuant to the Findings & Order MR 47-2024
issued by the NYS Gaming Commission on November 20, 2025, affirming the 10-year
suspension issued to trainer Robert Dill set forth in ruling MR 47-2024, the dates of
suspension are hereby amended to Friday November 28, 2025, through and including
Wednesday November 28, 2035.

Blood sample #930403 collected at Northfield Park on 9/14/25 from the horse Night
Shadow was tested by the Ohio Department of Agriculture ATL and was found to contain
over the allowable level of furosemide. At a concentration of 140 + - 8 nanograms per
milliliter of plasma. This concentration exceeds the regulatory threshold of 100 nanograms
per milliliter adopted by the O.S.R.C. Mr. Burke requested a split sample which did confirm
over the allowable level of furosemide. Mr. Burke had a hearing via phone with the judges
at Northfield Park on 11/23/25. This is Mr. Burke first medication violation in the last 365
days. He is hereby fined $1000. Night Shadow is disqualified and as a result of that
disqualification all purse money must be returned for redistribution ($10,000.00).if this ruling
is not appealed the penalty will be reduced to a $500 fine and return of purse. O.S.R.C.-
3769-18-01 (A) (4b,15,16) 3769-18-02 3769-17-43.The fine and purse must be paid by
12/4/25. Mr. Burke has 48 hours to appeal this ruling to the OSRC.

Chapter was found to contain Dexamethasone at a concentration of 13+/-3 picograms
milliliter of plasma. This exceeds the regulatory Threshold of 5 picograms per milliliter
adopted by the OSRC. Mr. Miller waived his rights to a split sample, DNA, and a hearing.
This is Mr. Miller`s first positive test in the last 365 Days. Mr. Miller is hereby fined $1000.00
and return of purse ($8500.00) if not appealed the penalty will be reduced to a $500.00 fine

Mr. Caleb Smith was the listed trainer of #7 Preachersaynomore who was in the 6th race
on 11/3/2025 at Cumberland Run at Corbin. Pre-race TCO2 testing with sample number
#E620229 that was sent to Industrial Laboratories confirmed a level of 39.9 mmol/L +/- 2.7
mmol/L which is over the allowed level of 37 mmol/L violating 810 KAR 8:010 Section 21 –
8. Mr. Smith did appear for a formal hearing before the Board of Judges on 12/5/2025. After
hearing all evidence and testimony and considering all the facts the Board of Judges make
the following ruling. #7 Preachersaynomore is hereby disqualified and is 4th placed 6th and
the purse of $1,040.00 (One Thousand Forty Dollars) is ordered to be returned to
Cumberland Run at Corbin within 10 days of this ruling to be redistributed. Furthermore, Mr.
Smith is issued a $1,500 (One Thousand Five Hundred Dollar) Fine and also a Full 15 Day
Suspension from 3/22/2026 through and including 4/5/2026.

rules. Mr. Smith waived his right to send a split sample and right to a hearing. For this
violation Mr. Smith is fined $500.00 which is due within seven days of this ruling. Mr. Smith
is assessed a 15-day full suspension starting February 12, 2026 through February 26, 2026
(inclusive) during which time he is denied access to all grounds under the jurisdiction of the

For this second violation the penalties of fine and suspension have been mitigated because
the Board of Judges at Hoosier Park received notification of both carbazachrome positives
