hearing before the Board of Judges and hearing testimony and evidence from Mr. Noble
and his Attorney and considering all the facts the Board of Judges make the following
ruling. Seeing as this is Mr. Noble first offense in 3 years and considering mitigating factors,
he is hereby issued a $500.00 (Five Hundred Dollar) Fine for violating 810 KAR 2:030
Section 3 – 1 – C and must pass an approved KHRG Drug Screening prior to participating in
the Commonwealth of Kentucky.

OSRC 3769-17-17-B. While driving #4 Timeisonmyside during the stretch in race 6 on
11/22/25 at Dayton Raceway, Mr. Macdonald did whip the horse using other than wrist and
elbow action. This is Mr. MacDonald`s first whipping offense in Ohio in the last 365 days.
Mr. Macdonald is fined $500, the penalty will be reduced to $300 if not appealed, which is

MAKEOVER in Race 8, driver Bruce Ranger was observed using the whip throughout the
stretch using other than wrist and elbow action. (1st offense). As a result of the violation
Mr.Ranger is hereby fined the sum of $250.00 and is suspended from driving for one day,
Friday 11/28/2025. Subsequent violations of this nature will result in increased penalties.
All fines are payable within 48 hours of imposition.

served on ten (10) consecutive New Jersey race days and will be served on November 28,
2025, November 29, 2025, December 4, 2025, December 5, 2025, December 6, 2025,
December 11, 2025, December 12, 2025, December 13, 2025, December 18, 2025, and
December 19, 2025. While driving #1 "HOUSE BLEND" in the 3rd race at the Meadowlands
Racetrack on November 20, 2025, Ms. Tritton, during the stretch drive, used the whip more
than three times in succession without giving the horse time to respond. That is a direct
violation of the New Jersey Racing Commission rule regarding the restrictive use of the
whip. This is Ms. Tritton`s second violation within the past year. Ms. Tritton has waived her
right to a hearing with the Board of Judges and has accepted the penalties associated with
this ruling. The payment of the fine associated with this ruling must be received by the New
Jersey Racing Commission on or before December 19, 2025. Violation of N.J.A.C. 13:71-
