Mr. Jim Brinson was the listed trainer of #3 Capt Karma who was in the 6th Race at The
Red Mile on 9/16/2025. Post Race testing of sample #E622076 that was sent to Industrial
Laboratories confirmed in the Urine the presence of Oxymorphone which is a violation of
810 KAR 8:020 Section 2 – B and did violate 810 KAR 4:100 Section 3 – 1 by the trainer
being the absolute persons responsible in the condition of their horse. Mr. Brinson
requested a split sample that was sent to EQIAS Labs, which confirmed on 11/24/2025 that
Oxymorphone was present in sample #E622076. Mr. Brinson appeared before the Board of
Judges for a formal hearing on 12/5/2025 and 12/9/2025. After hearing all the evidence and
testimony and considering all mitigating factors and facts the Board of Judges make the
following ruling. #3 Capt Karma is hereby disqualified and is 3rd placed 8th and the purse
of $6,000 (Six Thousand Dollars) is ordered to be returned to The Red Mile by certified
funds within 10 Days of this ruling for redistribution. Furthermore, Mr. Brinson is hereby
issued a $5,000 (Five Thousand Dollar) Fine and a Full 15 Day Suspension from 3/22/2026
through 4/5/2026 and is not allowed on any ground under the Jurisdiction of the KHRG
during this time and no horses may be transferred without prior approval of the Board of
Judges at the KHRG.

 

BURKE, RONALD J CANONSBURG, PA YOB 1969

DTN on 12/9/2025 FINED: $100
FAILURE TO OBTAIN PROPER LICENSE
OSRC 3769-2-27-B, 3769-18-02. Mr. Burke employed an unlicensed person that cared for
#6 Banderas in race 11 on 12/9/25 at Dayton Raceway while in the paddock and test barn.
Mr. Burke is fined $200, the penalty will be reduced to $100 if not appealed, which is due
within 10 days of this ruling. Mr. Burke has 48 hours to appeal this decision to the OSRC.

 

JOHNSON, RICHARD TOMS RIVER, NJ YOB 1960

Trainer Richard D. Johnson was the programmed trainer of the horse
HASHTAGMADEYALOOK when he raced in the 7th race at the Meadowlands Racetrack
on Friday, June 12, 2020. Following the race, HASHTAGMADEYALOOK was required to
submit blood samples for analysis. A report from ALS Global - Truesdail Laboratories
identified the presence of Phenylbutazone above the allowable limits. This is in direct
violation of N.J.R.C. 13:71-23.8(f). As a result, Mr. Johnson is issued a full suspension of
his NJRC for a period of fifteen (15) days and fined the sum of five hundred ($500.00)
dollars. Said suspension shall begin on August 17, 2020 and run through August 31, 2020
inclusive. During the period of suspension, Mr. Johnson is denied all access to all grounds
that are under the jurisdiction of the New Jersey Racing Commission for any and all
purposes. Consistent with N.J.A.C.13:71-23.7, the horse HASHTAGMADEYALOOK is
hereby disqualified from sharing in the purse from the 7th race on Friday, June 12
Status as of 2/6/2024 - Subsequent Ruling - On December 19, 2023, the New Jersey
Racing Commission (NJRC) Executive Director issued Ruling No. 23TRH58 which
imposed a monetary fine against you in which payment was to be received by the
NJRC not later than January 18, 2024. As you have failed to comply with terms of
Ruling No. 23TRH58 by failing to pay the fine by the required due date, you are in
violation of N.J.A.C. 13:71-1.20(b); 13:71-1.21. As a result, you are hereby suspended
indefinitely until such time payment has been received by the NJRC. Said
suspension shall be effective immediately.

 

MILLNER, DENNIS LITCHFIELD, OH YOB 1985

Nfld on 11/26/2025 FINED: $500
IMPROPER CONDUCT OR LANGUAGE TO AN OFFICIAL
Mr. Millner was unprofessional and rude towards the track veterinarian in the paddock at
Northfield Park on 11/26/25. He displayed hostile behavior which is not in the best interest
of racing. He is hereby fined $1000. The penalty will be reduced to a fine of $500 if not
appealed. O.S.R.C.-3769-2-26 (A)(10) 3769-17-29 The fine must be paid by 12/18/25.

 

MOORE, JASON E JEFFERSONVILLE, OH YOB 1970

REDISTRIBUTION
POSITIVE TEST- POST RACE
OSRC 3769-18-01-A(1,10,13,15,16), 3769-18-02, 3769-17-43. Blood sample #932959 was
tested by the Ohio Department of Agriculture ATL and was found to contain
Dexamethasone, a Class 4 drug, at a concentration of 489 picograms per milliliter of
plasma, which exceeds the Regulatory threshold of 5 picograms per milliliter of plasma,
adopted by the OSRC. Blood sample #932959 was provided by #9 Rush In, who finished
1st on 8/30/25 at Scioto Downs, and was trained by Mr. Moore. Mr. Moore requested split
sample and DNA testing which were confirmed. This is Mr. Moore`s 2nd medication
violation in the last 365 days. #9 is disqualified and placed 10th and the purse earnings of
$6500 are to be returned to Scioto Downs within 10 days of this ruling to be redistributed
accordingly. Mr. Moore is fined $1000 and given a 30 day full suspension (12/16/25-
01/15/25), the penalty will be reduced to a $1000 fine and a 10 day full suspension
(12/16/25-12/25/25) if not appealed. The fine is due within 10 days of this ruling. During his
suspension, Mr. Moore is denied the use and privileges of all grounds sanctioned by the
OSRC. All horses owned and/or trained by Mr. Moore MAY NOT be transferred except by
permission of the Judges in Ohio or by the OSRC.

ScD on 9/13/2025 FINED: $1,000
FULL - 10 DAYS, 12/26/2025 THRU 1/4/2026
HORSE DISQUALIFIED - PLACED 10, PURSE
REDISTRIBUTION
POSITIVE TEST- POST RACE
OSRC 3769-18-01-A(1,10,13,15,16), 3769-18-02, 3769-17-43. Blood sample #937107 was
tested by the Ohio Department of Agriculture ATL and was found to contain
Dexamethasone, a Class 4 drug, at a concentration of 989 picograms per milliliter of
plasma, which exceeds the Regulatory threshold of 5 picograms per milliliter of plasma,
adopted by the OSRC. Blood sample #937107 was provided by #3 Rush In, who finished
1st in race 11 on 9/13/25 at Scioto Downs. Mr. Moore requested split sample and DNA
testing which were confirmed. Mitigating circumstances make this again Mr. Moore`s 2nd
medication violation in the last 365 days. #3 is disqualified and placed 10th, and the purse
earnings of $8000 are to be returned to Scioto Downs within 10 days of this ruling to be
redistributed accordingly. Mr. Moore is fined $1000 and given a 30 day full suspension
(1/16/26-2/14/26). The penalty will be reduced to a $1000 fine and a 10 day full suspension
(12/26/25-1/4/26) if not appealed. The fine is due within 10 days of this ruling. During his
suspension, Mr. Moore is denied the use and privileges of all grounds sanctioned by the
OSRC. All horses owned and/or trained by Mr. Moore MAY NOT be transferred unless
permitted by the Judges in Ohio or the OSRC.

 

PRESTO, BRANDON J HOUSTON, PA YOB 1989

Nfld on 11/30/2025 FINED: $1,000
REFUSAL TO SUBMIT HORSE TO URINE, SALIVA, OR BLOOD TEST
On 11/30/25 the winner of race #9 Flight Number One went to the State Barn for testing.
Before the last blood drawn could be done Mr. Presto`s groom took the horse from the
State Barn with out letting the State Vet know the horse was leaving. This is against the
best interest of racing. Mr. Presto waived his right to a hearing and is hereby fined $1000
and 7day full suspension. If this ruling is not appealed the penalty will be reduced to a
$1000 fine. O.S.R.C.-3769-2-26 (A)(10) 3769-18-01 (A) (4,5,7,13) The fine must be paid by
12/15/25.

Blood sample # 932076 Collected at Northfield Park on 11/18/25 from the horse Bounding
Delight showed the TCO2 concentration to be 39.3 +- 1.7 millimoles per liter of serum. This
exceeds the regulatory Threshold of 37.0 millimoles per liter adopted by the OSRC. TCO2
overage is a Class 3 penalty Category B violation. This is Mr. Kreiser`s First medication
violation within the last 365 days. Mr. Kreiser had a hearing with judges at Northfield Park
on 12/6/25. He is hereby fined $1000 and suspended for 30 days and return of purse for
redistribution ($2900.00). The penalty will be reduced to a fine of $1000 and a 15 day
suspension if not appealed. O.S.R.C.-3769-18-01 (B) (10)&(13) 3769-18-02 3769-18-99
During his suspension Mr. Kreiser is barred from all grounds governed by the OSRC. Any
horse under his care that he wants to transfer to another owner or trainer must be approved
by the judges in the State of Ohio. The fine and purse money must be paid by 12/21/25.

 

REID, MARIA G CLARKSBURG, NJ YOB 1975

Maria Reid was the programmed trainer of the horse "ALMOST KAREN" when she raced in
the second race at Freehold Raceway on December 6, 2024. Following the race, "ALMOST
KAREN" was required to submit blood for analysis. A report from Industrial Laboratories
identified the presence of Flunixin above the allowable limit. An administrative hearing was
held on January 15, 2025 in the Judge`s office at The Meadowlands Racetrack to accept
evidence and testimony regarding this matter. As a result of this hearing, the Board of
Judges have determined that NJRC licensee Maria Reid was the programmed trainer of the
horse "ALMOST KAREN" when she raced in the second race at Freehold Raceway on
December 6, 2024 and the presence of Flunixin above the allowable limit is in direct
violation of N.J.A.C. 13:71-23.8 (g). As a result, Ms. Reid is hereby issued a full suspension
of her New Jersey Racing Commission license for a period of fifteen (15) days and is fined
the sum of five hundred ($500.00) dollars. Said suspension shall begin on February 14,
2025 and run through February 28, 2025 inclusive. During the period of suspension, Ms.
Reid is denied access to all grounds that are under the jurisdiction of the New Jersey
Racing Commission. Consistent with N.J.A.C. 13:71-23.7 the horse "ALMOST KAREN" is
disqualified from sharing in all purse monies earned on December 6, 2024. The fine
associated with this ruling must be received by the New Jersey Racing Commission on or

Status as of 12/17/2025 - Subsequent Ruling - Maria Reid withdrew her appeal in
Maria Reid v. New Jersey Racing Commission, OAL Docket No. RAC 04081-25, which
resulted in the OAL returning her case file to the New Jersey Racing Commission. At
issue in the appeal was Ruling No. 25MDH10, dated January 23, 2025, in which the
Board of Judges at Meadowlands Racetrack imposed a 15 day suspension, $500.00
fine, disqualification of the horse "Almost Karen" and 1/2 MMV point for violation of
N.J.A.C. 13:71-1.19, N.J.A.C. 13:71-23.1 (a) (b) 14, N.J.A.C. 13:71-23.6 (a)(b)(c)(d),
N.J.A.C. 13:71-23.7 (a)(b)(c)(d), and N.J.A.C. 13:71-23.8 (g)1 in connection with a postrace positive test result revealing the presence of Flunixin above the allowable limit
in the horse "Almost Karen" after the 2nd race on December 6, 2024 at Freehold
Raceway. Ms. Reid appealed the decision of the Board of Judges and requested a
stay of the penalties. By Ruling No. 25TRH1, dated January 28, 2025, a stay was
granted and the matter was transmitted to the Office of Administrative Law as a
contested case. Having withdrawn her appeal, the penalties issued in Ruling No.
25MDH10 by the Board of Judges at Meadowlands Racetrack are reinstated. Ms. Reid
is hereby issued a 15 day suspension, fined $500.00 and 1/2 MMV point is imposed.
Said suspension will be served from December 28, 2025 through and including
January 11, 2026. Payment of the fine is due on or before January 11, 2026. The
horse "Almost Karen" is disqualified from sharing in the purse and the Horsemen's
Bookkeeper is hereby ordered to redistribute the purse monies accordingly from the
2nd race on December 6, 2024 at Freehold Raceway. This matter is hereby referred to
the Board of Judges for a hearing to determine if further disciplinary action is
warranted in the event Ms. Reid fails to show good cause to the Board of Judges as
to why the withdrawal of her appeal should not be deemed frivolous in accordance
with N.J.A.C. 13:71-3.6. Related rulings: 25MDH10, dated January 23, 20

"Abbys Dance" was required to submit urine for analysis. A report from Industrial
Laboratories identified the presence of Atropine. As a result, Mr. Bongiorno is hereby
issued a full suspension of his New Jersey Racing Commission license for a period of
fifteen (15) days and is fined the sum of five hundred ($500.00) dollars. Said suspension
shall begin on January 2, 2026 and run through January 16, 2026 inclusive. During the
period of suspension, Mr. Bongiorno is denied access to all grounds that are under the

A hearing was held at The Meadowlands judge`s office on Wednesday, December 3, 2025
to investigate the conduct of Mr. Capone after the seventh race at The Meadowlands
racetrack on November 7, 2025. As a result of this hearing, trainer Cameron Capone is
hereby fined the sum of one thousand ($1,000.00) dollars for using profane language with a
racing official and disturbing the peace by acting in an obnoxious manner while on the
grounds of an association. The payment of the fine associated with this ruling must be
received by the New Jersey Racing Commission on or before January 17, 2026. In addition
to the penalty issued in this ruling, Mr. Capone must also comply with the conditions set
forth in a confidential letter to him dated December 16, 2025. Violation of N.J.A.C. 13:71-
1.6, N.J.A.C. 13:71-1.7, N.J.A.C. 13:71-7.29 (a) 6, 9.

 

HITE, JUSTIN GARRETSVILLE, OH YOB 1979

On July 20,2025 a search was conducted of the truck/trailer of Justin Hite. During this
search the investigator located a small tan bag in the bed of the truck. When the
investigator removed the bag from the truck, she observed several needles and two used
syringes and one injectable bottle. Mr. Hite had a hearing with the judges at Northfield Park
on 7/23/25. After considering all testimony and evidence he is fined $1000 and suspended
365 days. If this ruling is not appealed the fine will be reduced to a $500 fine and 365 days.
These are prohibited items and constitutes action that is against the best interest of racing.
Mr. Hite is barred from all grounds governed by the OSRC during his suspension. Any
horses under his care that he wants to transfer to another owner or trainer must be

ruling must be received by the New Jersey Racing Commission on or before March 1,
